Ilgar Ibrahimli is Director of the Information Office of the Council of Europe in Azerbaijan . Before he has worked as the chief of International Affairs Department of the National Television and Radio Council and Projects Manager of International Press Center. He has worked as the staff writer of English language weekly Baku Sun and editor at STV Khazar. Born in 1981, he finished Baku Turkish Private High School .

Mr Ibrahimli graduated Baku State University and got his masterʼs degree from the faculty of History. In 2009 he is supposed to defend his PhD thesis on Political, Economic and Cultural Relations Between Azerbaijan and Western European Countries (1991-2005).

In addition to his regular current work, Mr Ibrahimli gives lectures on Political Sysytems and Institutions in Khazar University .
